Addendum:


The fee component of the proposal shall be based on management services proposed. Any personnel beyond Parking Attendants, Cashiers, Lot Head Cashiers, Lot Supervisors and Payroll deemed necessary by the provider to manage the contract shall be a cost to the provider and shall be reflected in the provider’s fee.


Questions:

The following are questions that were submitted by prospective bidders along with the respective answers. Updated May 29, 2008.

Q: Can a copy of the staffing schedules from a previous year be provided? Please include past job descriptions, post locations and shift hours if available.?

A: Staffing and scheduling information shall be part of the management plan which is used to evaluate your proposal.

Q: Is bonding required for Cashiers?

A: Bonding is not required for Cashiers. However, the provider must be bonded.

Q: Are change banks issued by the Fair?

A: Yes, change banks are requested through the Accountant and issued to the Parking Superintendent. The banks are retained for the duration of the Fair and returned to the Cashier’s Office with the final revenue deposit on Labor Day. Complete revenue procedures are in place and must be followed by the contractor.

Q: In which bid envelope should the bid sheet be submitted?

A: The bid sheet should be submitted in the Fee Component envelope.

Q: Which bid envelope should contain the completed standard contract provisions?

A: The completed standard contract provisions should be submitted in the Management Plan envelope. Please submit all documents, other than the Fee Component and the Minimum Qualifications, in the Management Plan envelope.

Q: What was the amount paid to the Parking Management contractor for 2007?

A: The Parking Management contractor was paid $33,000 for 2007.

Q: Is there a fee for employees to join the union? If so, what is the fee?

A: In 2007 there was no fee to join the union; however, union dues were deducted from earned wages. In 2007 the union dues for Parking Attendants and Cashiers were $2.00 per day (up to a maximum total dues of $12.25).

Q: Does the Contractor’s Workers’ Compensation or the Fair’s Workers’ Compensation cover employees if an accident occurs?

A: All New York State Fair employees are covered by the Fair’s Workers’ Compensation policy.





Bid #SF08-17, Cleanup of Trash & Debris

RFP Clarification:

The following question was asked at the July 1, 2008 meeting: Who pays the tipping fees for the Contractor’s rear loader? An incorrect answer was given at that time. The correct answer is that the Fair pays for all tipping fees. We apologize for any confusion this may have caused.

The following are questions submitted by prospective proposers along with the answers. Updated July 2, 2008.

Q: We would like to request an executed copy of the most recent winning bidders results for the last 3 years for the RFP in question.

A: We have posted an executed copy of the most recent winning bidder’s results for the last three years on our website. Please click here (PDF) to view.

Q: Why is the prevailing wage for a janitor dated 08/01/2006? Is there a more current rate? Also, the overtime schedule indicates that time and one half will be paid after 7 hours of work. Is this correct?

A: The rates for the position of janitor are correct on the rate schedule that was provided in the Request For Proposals. The schedule of rates was requested on May 30, 2008 and the current rate for janitors as of that date were the same as they were as of 08/01/2006. There are no automatic updates for positions under Article 9 of the New York State Labor Law. The rates will remain the same from the date the schedule was requested throughout the life of the contract. Please note that the rates for supplemental benefits, overtime and holiday pay must also be paid.

A: The overtime codes for the titles under this contract are (B) and (B2) as stated on page 13 under overtime pay; (B) time and one half of the hourly rate will be paid after 8 hours per day; (B2) time and one half of the hourly rate will be paid after 40 hours per week. Page 15 shows all overtime codes. Code (A) does not apply to this Request For Proposals.
